Changes to PST Charged on Some Vehicle Transfers

The Government of British Columbia, particularly the Ministry of Finance, has been working in 2022 to make similar changes to the Provincial Sales Tax (PST) rates charged on some private vehicle sales and imports as other Canadian provinces.

Starting October 1, 2022, for all vehicles currently listed in Canadian Black Book (currently, model years 2000-2023 and updated every year to the subsequent 23-year range), the sale/purchase price indicated by the buyer and seller on the APV9T: Transfer/Tax Form will be compared to the average wholesale value of that vehicle in the Canadian Black Book database. The 12% PST charged to the buyer will then be based on the higher of the two values.

Due to the limitations of Canadian Black Book, transfers of older vehicles, as well as trailers and many commercial vehicles will not be impacted.
